                                   INVITATION TO BID NATIONAL COMPETITIVE BIDDING

Jimma Zone Finance Office invites all contractors of category General or Building contractors of category GC-3 /BC-2 and above with renewed licenses valid for the year 2016 E.C.

Jimma Zone finance office now invite's a bid from eligible bidders who are interested and capable of allocating a resource for "JIMMA ZONE ADMINISTRATION BUILDING" to be constructed within 720 calendar days from the commencement date of the work. Bidders shall have registered with the Federal Ministry of Urban and Housing/or Oromia Housing and Urban Development Bureau and have renewed their license for the year 2016 E.C and have to be registered "VAT Trade license, Trade registries, clearance, Registration certificate with invoice and registration in the PPAS suppliers list certificate must be submitted attached with the written application. Interested eligible bidders may obtain further information, inspect, and acquire the bidding document From the Jimma Zone finance Office.

A complete set of bidding documents in English may be purchased by interested bidders at Jimma Zone finance office upon payment of a non-refundable fee of Ethiopia Birr 500 (five hundred Birr) only and Valid 21 working days starting from the day when this invitation is attached on newspaper in the year 2016 E.C.

All bids must be accompanied by a bid security of not less than 500,000 (five hundred thousand birr) in the form of a certified check (CPO) through an authorized bank in Ethiopia. The bid security must be addressed to the Jimma Zone finance office and must be attached to the outer envelope of the "original of qualification documents". Submission and opening of the bid :

1. The deadline of the bid (both qualification and financial offers independently) submission shall be on or before 4:00 local time on the 22nd day from the day this invitation is displayed on newspaper.

2. The qualification document shall be prepared in one original and two copies. The original and the copies shall be signed, stamped, and sealed. In a separate envelope clearly mark "original", "copy 1" and "copy 2". The original and two copies of sealed envelopes shall be placed in a large sealed outer envelope

This outer envelope shall be at the submission address; name, Signature, stamp, and other information indicated in the data sheet and be clearly marked as "TO BE OPENED ONLY IN THE PRESENT OF TENDER COMMITTEE". Failure to do so would entail rejection of the bid.

1. The Financial Offer Document shall be prepared in one original and two copies. The original and the copies shall be signed, stamped, and sealed. In a separate envelope clearly marked "original", "copy 1" and "copy 2". And original and two copies of sealed envelopes shall be placed in a large outer envelope sealed. This outer envelope shall be at the submission address, name, Signature, stamp, and other information indicated in the data sheet and be clearly marked as" TOBE OPENED ONLY IN THE PRESENT OF TENDER COMMITTEE ".Failure to do so would entail rejection of the bid.

2. In preparing the bid document bidders are expected to examine the bid data in the tender document.

3. The qualification document will be opened at 4:30 local time on the 22nd day from the day this invitation is displayed in the newspaper. The days mentioned above do not include weekends and holy days.

4. The committee assigned by the client will evaluate the qualification of the bidders based on the basis of their responsiveness to the bid document, by applying the evaluation criterion, sub-criterion, and points assigned to the criterion in the datasheet. Each qualification document will be given a score point. A bid will be rejected at this stage if it does not respond to the tender document or fails to achieve the minimum technical score indicated in the tender document.

5. Only financial offers of those bidders who score the minimum qualifying point, 70% (seventy percent)and above will be opened on the financial opening date the financial opening of the bidders who have scored less than the minimum passing point (i.e. 70%) will be returned unopened. The client shall address the financial opening date time to bidders.

6. Any attempt of submission forgets (false) document and /or indication of financial offer on the qualification document shall result in rejection of the bid.

7. The client shall not be at any responsiblility form is placement of"QUALIFICATION DOCUMENT" in THE FINANCIAL OFFER DOCUMENT" envelope or vice versa which result in rejection of the bidder

8. JIMMA zone finance/project committee shall reserve the right to reject any or all bids
